 Agency History: The Office Of The Council is responsible for the management of the facilities of the UGC. They have been derisively referred to as "The Plumbers, Groundskeepers, and Janitors Guild" because their duties heavily center around physical maintenance of UGC buildings.
 Office Of The Council's global headquarters is located on the moon XXT-5Ki, nicknamed "Ski." This places them in routine contact with the GIB, leading to rumors that the OOTC is a front company for the spy agency, but this is not true. In fact, only around 1,000 OOTC employees work on Ski, all of them accountants for the agency or the plumbers, groundskeepers, and janitors that are needed for that facility. The OOTC recruits extensively from disabled REF veterans, offering access to superior medical facilities (by contract) than the Veteran's Administration and meaningful work. They also supply about half of the non-sworn security found in UGC office buildings.

 None (0); The closest thing to "outfits" the agency provides is a dress code which is more often dictated on the nature of the work to be performed and the speciies of the worker than anything else.. Cheap Gear (2); Even computers, etc. are based on lowest bid. Only occasionally do they get uniquely specialized equipment not available on the open market, and usually militry or police hand me downs. Armed Agents (5); There are (very rare) occasions they deploy armed agents, but typically if there's violence expected they send someone else to do that business for them. They also supply half the security guard for UGC office buildings.

 Basic Systems (10); The agency might pay for cybernetic replacements for injuries suffered on-the-job, but tries to get out of it whenever possible. Fleet Vehicles (10); The OOTC has literally millions for vehicles of every type most of which are locally procured. Their sedan fleet is obtained by police auction. Secured Service (10); They can also tap into other service's comms systems to some degree.  Rigid Laws (0). Moreso than most UGC agencies OOTC follows all applicable laws on a region by region basis (with some exceptions to labor laws) since there's rarely anything they do that can't wait for a few days for full review, increasing workpalce safety and reducing wasted efforts. Lax (5); Even their 'secret' activity is known, in so far as the general direction of the agency is known; For example, while the agency is keeping a secret about exactly what and how they intended to address a given piece of property, everyone of any interest in the matter will know they intend to buy it, sell it, declare it a refuge, etc. None (0); Legally they can't and in any case the OOTC simply doesn't need to spy on anyone except themselves (timecards and emplyee reviews), since they don't really have much in the way of competion. The closest they come is reviewing potential private sector contractors. Cheap Resources (2); They get the news, other agencies can pass information they might find useful, etc., but that's about it. The OOTC simply doesn't need much in intelligence resources beyond budgeting that they can't get from other agencies even on the frontier.

 Recognized (30) and not always well-liked; Nobody cares who cleans the shitters or mows the laws unless it doesn't get done. Good (30); OOTC employees also get a bonus over their normal paygrade due to limited advancement opportunities. The Office Of The Council has its headquarters on XXT-5Ki (commonly called "Ski"), giving it an EXTREMELY close relationship with the Galactic Information Bureau; Too close for some. They also have full-time access to any information generated by the Galactica-Class vessels and the Galactic Survey Agency.
 OOTC And GIB Relations:
 When XXT-5K was first discovered the OOTC was assigned to rebuild the planet's roads and other infrastructure; This became such a monumental task that simply administering that many people required a large army in its own right (over a half million people to process pay, allowances, authorize travel and purchase requests, maintain training, etc.). That many people required an office building, and since the GIB hadn't formally taken over the main planet it seemed at the time a logical idea to put the headquarters there- Over ¾ of their employees were busy rebuilding this planet and neglect ruined world, and for 60 years there were OOTC employees who spent their entire career there alone.
 However, this lead to rumors that the OOTC was being used to develop cover stories for GIB agents (rumors that accelerated as the GIB formally took control of the planet) and as the rebuilding continued it was increasingly discovered there were extremely sensitive artifacts still laying around as if simply forgotten. The GIB wanted very much to control access to those artifacts and the XXT-5K Maintenance Service was formed for this purpose while the OOTC workers were reassigned across the quickly expanding empire. It is against OOTC policy to hire known current or former GIB employees to prevent the old rumors from resurfacing, but the facilities needed to administer millions of workers is difficult to build up, and moving the headquarters is therefore not going to happen any time soon.
 The two agencies maintain strictly professional relations on an as-needed basis; It's not a rivalry, it's simply a survival necessity for the OOTC, they can not afford a perception that their employees are spies, especially in the furthest flung parts of the empire where actual spies may be operating. It's like dealing with your cousin the convicted criminal- You're still family, but the less you deal with him the better off you are.
