Gallifrey is the homeworld of the Glaifreyians (aka Time Lords). Believed to have been destroyed in the Eighth Time War, the planet was later discovered to be hidden by their technology and survived the war; Gallifreyian history claims this was the work of a collection of their people acting to protect their homeworld, yet other accounts of this group imply that they were outlaws, banished from Gallifrey of crimes that even the UGC would accept as legitimate and understandable. The literal translation of Gallifrey is "They that walk in the shadows."
Gallifrey had the alternative name, "the Shining World of the Seven Systems."
Location
Gallifrey is located in the constellation of Kasteborous, at galactic coordinates 10-0-11-00:02 from Galactic Zero Center, placing it more or less at the center of its galaxy; While not exact dead center of the galaxy, it's as close as you can get without ending up in a black hole.
However, outsiders can not access Gallifrey; Their unique technology prevents outsiders from seeing the systems, in effect rendering them non-existent. (GIS agents believe it's some kind of massed phase shift technology, but the output required to hide whole systems is impressive to say the least; such a large energy useage "should" be detectable. It's not.)
Kasterborous
Kasterborous (Cas-TER-bor-os) is the constellation at the center of the Mutter's Spiral, "just to the left of Karn," in which the planet Gallifrey is located, made up of seventeen suns.
Size
Gallifrey itself is several times larger than Earth, and about twice the gravity. The material is rather porous, accounting for the lower gravity, but it has effected the Gallifreyians, who are physically much stronger and slightly taller than Terrans and even the Fljyt, at 10 feet tall.
The empire covers 17 systems, each with an exact replica of their homeworld, short of cultured flora (flower gardens), some homes, and the people.
Gallifrey's System
Gallifrey is in a binary star system. The second star seemed to rise in the south in the morning, making the mountains glow. The main star was large and golden red. The system contained five other planets, among them Karn and Polarfrey, and an asteroid named Kasteborous the Fibster. (All 17 of the Gallifrey clones are identical.)

Satellites
Gallifrey had two large moons and a ring system, similar to Saturn in Earth's solar system. One of the moons was the copper-colored Pazithi Gallifreya, which shines so brightly it can be seen during the day. One of the moons of Gallifrey 1 (the "original" so far as anyone knows) was destroyed in the Eighth Time War when Darleks made a successful forced landing there.
Landscape
From orbit, Gallifrey is rust-colored, with brown lakes and grey clouds. Following the Sixth Time War, it was still rust and brown colored, but had a more volcanically active appearance.
From the planet's surface, it boasts an orange sky, snow-capped mountains, fields of red grass, and trees with silver leaves. These reflect the morning sunlight, making it look like the forests were on fire. There are also green forests, golden fields and red deserts, but overall it is much drier world than say Terra, though not so dry as Dinex; A Gallifreyian familiar with Terra described it as "like the Serengeti all year round." There is a river called Lethe which runs from the Solace And Solitude mountains to the sea that routinely floods, making that region green. The wastelands around the Capitol are referred to as "outer Gallifrey" by the Gallifreyians.
Geographic Features
  • Wild Endeavor; The main continent. Gallifrey appears eons ago to have bisected the main continent, then had the same continent re-merge backwards by tectonic movement. There are other continents, but these are much smaller.
  • The Death Zone: The entire south-western ⅓ of Wild Endeavor, a barren dessert that very little survives. Expeditions to the region have been known to disappear, some despite having advanced technological support. An effort to claim the region is being made of Four and Seven Gallifrey, but these are meeting stark resistance from the rugged terrain itself.
  • The Tomb of Rassilon: Also known as the Tower of Rassilon or the Dark Tower is a large tower at the edge of the Death Zone on One Gallifrey. During the First Time War, Rassilon housed his possibility engine in the Tower; The tower is now a crypt where the physical remains of Rassilon lay. There are a variety of obstacles and boobytraps which made the journey into the tower complicated.; A party of Cybermen failed to recognize the danger. A replica of the tower exists on the other Gallifreys, but it is symbolic only.
  • Necropolis Of Arcadia: Located in the heart of the Arcadian desert Arcadia was "Gallifrey's second city" and thought to be the safest place on Gallifrey. During the Eighth Time War, Dalek forces breached the supposedly impregnable defenses; While one alone was enough to lay waste to Arcadia, countless others descended to destroy everything, sending Arcadia's residents fleeing for their lives while the militry tried to delay the enormous fleet. The city fell, with enormous loss of civilian lives; Those few who survived it, including one of the VERY few soldiers, relate that the scene shocked their souls (said soldier being "The Doctor").

    Rivers, Lakes, And Oceans
  • Cadonflood River
  • Lethe River: A river formed by run off from the Mountains Of Solace And Solitude, starting at Mount Lung. Lesser rivers throughout the region feed into it.
  • Lake Abydos: An inland sea about half-way from Mount Lung and the ocean, covering millions of square miles; If the earth were somehow landed on the planet, the entire continent of Europe could be drowned in Lake Abydos, plus parts of Asia and all of Africa north of 10° latitude.
    History Of The Planet
    Gallifrey was duplicated eight times to create the Nine Gallifreys early in the empire's history; After the fall of Arcadia, this was expanded to 17 clones. It was used both to confound its enemies and as a place of refuge. Each was an exact copy of One Gallifrey as it existed at the time the building began, thus Two Gallifrey through Nine Gallifrey are a little bit different from Ten Gallifrey through Seventeen Gallifrey.
    The only differences at the time of construction were the people (cloning is a MAJOR crime to the Gallifreyians), reconstruction of Arcadia (though One Gallifrey's own Arcadia has not and will not be reconstructed), and the Tower Of Rassilon (externally it looks the same, and the passageways are "roughly" the same, and there's even a sarcophagus where Rassilon's body "should" be, but each is still a little bit different, and there are no traps, to prevent any USEFUL intelligence from being developed by those who should not be going to the original).
    Gallifrey was thought to have been destroyed by the Time War but in fact disappeared from viewable existence; How exactly this was done is a mystery, some even claiming it's frozen in a time pocket dimension. The vast majority of the Daleks died in the crossfire when Gallifrey disappeared.

  • The Capitol (sometimes also called "Gallifrey" or "the Citadel") is Gallifrey's largest city, the home of most of the Time Lords and the Time Academy.

  • Arcadia, Gallifrey's second largest city, which was protected by a large number of sky trenches. It fell during one of the final and biggest battles in the Eighth Time War.
    Native Species
    Gallifreyan Flora
    Gallifrey had a wide variety of plant life, ranging in color from silver to green and golden. Known plant species included the Schlenk Blossom, ulanda, and the Madevinia aridosa. The Master's father's estate was lush with red grass. The Third Doctor also once said that there were daisies on Gallifrey.
    Gallifreyan Fauna
    Animals native to Gallifrey included flutterwings, Woprats, trunkikes, yaddlefish, flubbles, tafelshrews, plungbolls, rabbits, rovies, mice, cats, pig-rats and, of course, the Gallifreyans themselves. In the past, the dinosaur-like Gargantosaurs lived on the planet. Oddly enough, no animal had gone extinct from the planet. However apparently before the Time Lords a large lizard-like creature lived on the planet.

    The Time Lords
    A common misconception is the Time Lords are the Galifreyians by another name. They are not.
    The "Time Lords" are those who have graduated the Time Academy and/or members of the Time Lords faction.
    The Time Lord Faction
    When referencing Time Lords as a faction, one is referring to the pro-war, expansionist, imperialistic faction of the Galliferians. They are most famous for the creation and attempted monopolization of time travel technology. Time Lords were sensitive to timelines, being able to see "all that is, all that was, all that ever could be." They were seen as nearly immortal, partially due to their ability to regenerate. 99% of the faction are graduates of the academy, and 99% of the academy's graduates are part of the faction; The two go hand in hand. Membership in one isn't strictly a requirement for the other, but graduates that join other factions are viewed with suspicion (by all) and non-graduates that join the faction are viewed by graduates as "lesser educated" (actually, all graduates view all non-graduates that way, which is part of the reason non-Time Lords faction members are suspicious of the motives of those who don't join 'their own kind').
    The Time Lords reigned in "absolute power" for some ten million years until the Eighth Time War all but wiped out the species. With their people on the verge of annihilation, the Time Lord's mastery of the body politic weakened, and with that came the rise of two other factions, the isolationist Gallifreys and the non-interventionist Gallifreyians. (The latter actually formed of a coalition of disenchanted Time Lords, so called "Dropout," anti-war factions, and a guild of Commons, though the Commons themselves had no specific say.)
    The ancient Time Lords were known to take part in battles and conflicts, often helping to hunt species known to be dangerous. One of these war was so long and bloody that they turned against violence in general. For at least part of their history, the Time Lords adhered to a strict policy of non-interference. Despite their attempts to keep up an appearance of being uninterested in the affairs of others, they still sent discreet missions where other Time Lords would act on their behalf, one such being The Doctor, who was first sent to intercept the creation of the Darlek race, and unintentionally creating them in the process. (This event underscored to need to not intervene in the time stream, but of course it was now too late.)
    Life Cycle
    The Doctor once said to a group of non-Gallifreyians "We were all jelly once. Little jelly eggs, sitting in goop." This rather unenlightened (bordering crude) description is rather apt; Gallifreyans begin as ovum similar to Earth mammals. Gallifreyians could also be born from individual Family Looms, machines that operated on genetic banks that would weave random patterns until forming a new person. Like all animals, Gallifreyans could be male or female, females being referred to as Time Ladies (and one is well-cautioned not to make the mistake of referring to them as Time Lords, or risk their wrath, which is usually later and that much worse for it). Gender can change from one regeneration to another, such as when the 13ᵗʰ Doctor unexpectedly regenerated as a female.
    Young Gallifreyans are referred to as Tots. Tots are entertained with nursery rhymes and stories such as Snow White And The Seven Keys To Doomsday and specialised books for Gallifreyan tots, including Every Gallifreyan Child's Pop-Up Book of Nasty Creatures From Other Dimensions, though these are more popular with the tots of Time Lords. The Doctor once reffered to himself as a tot by 90 when he was two hundred years old; They typically live for around ten thousand years before regenerating.
    Gallifreyians have a rite called Soul Catching, which was done to dying Gallifreyians before they are assimilated into the Matrix, allowed them to transfer their memories before they die.
    When a Gallifreyian eventually died, either through the exhaustion of their regenerations or through circumventing the regeneration process, it was considered necessary to destroy their corpse soon afterwards. According to Missy, a Time Lord was supposed to face death by meditation, repentance, acceptance and contemplation of the absolute. Time Lords had some control over their own deaths, some would elect a specific "Death-Day," which would allow them time to read their will to their family in their ancestral home, to meditate, and then transferred their mind to the Matrix.
    Culture
    Social ConstructThe Gallifreyains are divided first by their education into three classes; The people, the Commoners, and the Learned.
    The People
    Generally uneducated, those who quit school before their time, are considered the lowest rung on the social order. The people are not allowed to vote, and may be barred from government service (some can't even serve in the militry).
    Commoners
    Commoners are those who've completed their basic education and are therefore allowed to vote and can not be denied government service, but are not allowed to hold elected office either, and can only hold certain appointed offices.
    Learned
    The Learned class are those who have completed a 4 year degree program. They are allowed to hold office, both elected and appointed.
    The Learned are divided into 2 classes; The Time Lords, who have completed the Time Academy and therefore understand the sciences involved, and those who have completed other educational programs, which are seen as "lesser" in nature.
    The vaguely snobbish nature of the society based on education is fairly universal throughout the empire; The people seen themselves as lower than Commoners, and Commoners as lower than Learned. Between the Time Lords and the Learned a little less overwhelming genuflection exists; The Learned are learned after all, and the Time Lords mastery of time isn't all it's cracked up to be.
    Additionally, especially amongst the more educated Commoners (those with 2 year degrees and certain technical training) and most of the Learned, a certain dislike of the time Lords exists for the nature of the Academy itself; On paper, anyone who can pass the Time Academy's entry exams can enter the academy, but in practice it doesn't happen. Merely being admitted to testing requires a nomination from one of the Learned, which at the age of 8 is difficult to acquire, though Time Lords will nominate their children each and every time, even those with "little" chance of passing the test.
    The Time Lords are 'trying' to buck this trend, reserving 1% of seats at a convention for Commoners and people who come closest to passing without actually passing, but are hesitant to nominate Commoners and people, expecting the Learned to "do their part."
    A subset outside of this construct is the Outsiders, people who have chosen, for one reason or another, to step outside the social order, often running off somewhere they're not known.
    Amongst them are "drop outs," that is those who have, for one reason or another, dropped out of the educational systems. Outsiders tend to be more democratic, that is, they treat everyone the same no matter their status, but are not well received, even by the people.
    Art
    Time Lords appreciated music, as indicated by such artifacts as the Harp of Rassilon. They also appreciated art, although painting on Gallifrey was done by computer. Gallifreyian art, known as stasis cubes, are unique in that they are 3D, as they acted as snapshots of a single moment in time. This meant that they could be used as rudimentary time travel, by freezing a person inside a painting and then letting them out at the required point in time.
    The Patrexes Chapter specializes in art and aesthetics.
    Education
    The major institutions of the Time Lords is the Time Academy. It is split up into Chapters, each of which was identified by its distinctive colors. The subjects at the academy ranged from the study of cosmic science to Veteran and Vintage Vehicles to Gallifreyan flutterwings. Tots began instruction at the Time Academy at the age of 8 in a special ceremony. The Gallifreyans are forced to look into the Untempered Schism, which shows the entirety of the Time Vortex and the power that the Time Lords have. The Gallifreyans subjected to its terrifying effects react differently: "Some would be inspired, some would run away, and some would go mad." They then spend "centuries" studying at the Academy. Time Lords take a variety of classes at the Time Academy of which one was recreational mathematics, which included the study of "Happy" prime numbers. For reasons unknown to Time Lords, a mammoth that fell on and killed a Cro-Magnon became a fixed point. Videos of the event were played for young Time Lords "as a sort of learning experience."
    Food And Sustenance
    Gallifreyan physiology provided for a diet similar to the human one, including fruit and flesh, but the Time Lords had long lost the habit of feeding with raw or complex food, and freeze-dried pills are employed instead. Fruit and meat would be eaten on formal occasions, such as holidays, Name Days Of Family and Death Days. Such food includes fish, trumpberries, magenta, and pig rats. A Gallifreyian's tastes, similar to their appearance and mannerisms, are greatly influenced by their regeneration, altering which food and drink they prefer and even which ones they could no longer tolerate. With an enhanced sense of one's internal state and advanced knowledge of chemistry, a Gallifreyian can via smell and taste identify chemical substances and even what chemicals were needed in the body to alter a physical condition.
    Dress
    At events like the resignation of a Lord President, Gallifreyians who attended wear long robes in bright colors. The different colors signified where on Gallifrey each has come from: For example, Prydonians wore robes of scarlet and orange, Arcalians wore green, Patrexes wore heliotrope, Scendles wore dull tan colors, Dromiens wore grey, black and silver, and Ceruleans wore subdued blue colors.
    In addition, most high-ranking Time Lords donned a decorative headdress and crest, complete with a scarlet cap (non-Time Lords stopped doing this thousands of years ago as "silly and unnecessary"). During the Time Wars, Gallifreyian residents of the Capitol and Arcadia (including tots) wore red clothes to show solidarity with the militry (who wore a scarlet uniform).
    The Doctor repeatedly stated that he disliked Gallifreyian fashion, calling it "funny" and "dreadful" and that Time Lords in particular have "no dress sense, a stiff necked lot." Gallifreyians who travel abroad tend to adopt the local dress of their preferred destination to mix with the locals.
    Leisure
    Young Time Tots were known to keep rovies as pets. Stories of the Shakri were told to the young ones to keep them fearful of doing anything that might get their species eliminated. They were also told fairy tales involving a mythical race known as the Toclafane. Academy students sometimes played a dangerous game called "Eighth Man Bound." The multidimensional game of Perigosto, played with a ball and a specialized Perigosto stick, was also a favorite, as was a complicated board game called Sepulchasm.
    During a darker, more barbarous time in the planet's past, Time Lords enjoyed watching time-displaced individuals fight to the death in a dedicated area called the Death Zone, but that practice had been abandoned.
    Domain
    The Time Lords ruled from the planet Gallifrey, where they would watch the workings of the universe.
    Though they once had a mighty empire during the Dark Time, the empire collapsed after the fall of the Pythia.
    Time Lords were originally flexible about manipulating the outcome of certain moments in history. However, they eventually came to fear the consequences of their meddling, noticing how dangerously a change to time could backfire. It became clear that the race had been too reckless when the Time Lords helped the Minyans evolve faster, but found the results disastrous; This led to their non-interference policy. The Time Lords were said to have control over much of the structure of the universe. They had set up the Web of Time and controlled the entire Spiral Politic, up until the edge of their noosphere at the frontier in time. They fixed paradoxes and allowed travel between parallel universes. After the near-extinction of the Time Lords during the Eighth Time War, these processes were in flux.
    Government
    The Gallifreyians are led by the High Council, consisting of the Lord or Lady President, the Lord or Lady Chancellor, the Castellan and Lords Cardinal. Collectively, the Lord/Lady President and his or her closest associates from the ruling Houses are called "the Presidency." The Inner Council consists of the three most powerful members of the High Council. The Lord President is the most powerful member of the Council and had near absolute authority, and uses a link to the Matrix, a vast computer network containing the knowledge and experiences of all past generations of Time Lords, to set Time Lord policy and remain alert to potential threats from lesser civilizations. The Lord or Lady Chancellor is next in power, and handles many of the government functions. The Castellan controls the Chancellery Guard and therefore the safety of Gallifrey. The rest of the High Council was made up of the Lords Cardinal, which represented the various Gallifreyan Chapters. During the Eighth Time War, the Visionary was also a member of the council. She acted as a prophet, recording the future, but only with vague predictions written on paper. During the War, the War Council seemingly replaced the High Council, debating plans for House Militry advances under the supervision of the War King.
    In the Last Great Time War, the War Council, also known as Gallifrey High Command, were a separate entity from the High Council; The General ignored the High Council's plans to save Gallifrey. They also possessed the ability to give "all thirteen" Doctors the go-ahead to freeze Gallifrey in a pocket universe.
    During the War, Gallifreyan civil servants were all equipped with a psychic tripwire to prevent them from revealing confidential information. Should any of this information be revealed, the tripwire was triggered leading to the civil servant suffering psychic seizure leading to eventual death.
    Shortly after the eight Time War, a Time Lord referred to as the Master plotted to remove the sitting Lord President, Rassilon, replacing him with The Doctor; The Doctor later did overthrow Rassilon with the help of Gallifrey's militry, thus becoming Lord President. As Lord President, he had the power to banish both Rassilon and the High Council despite the High Council's status on Gallifrey.
    "Justice"
    The protection of the Time Lords was carried out by the Chancellery Guard. They protected the Capitol, investigated crimes and captured criminals.
    More secretive or questionable matters were handled by the Celestial Intervention Agency, which was created to be a covert arm of the High Council to safeguard the Time Lords' interests. Much of what they did went against the non-interference policy, leading them to use agents they could easily deny sending to protect their secrets. Tens of thousands of years ago, criminals were trapped in Shada, with the intent being that they would be kept there until a suitable punishment could be decided. By the Doctor's time, this method had been phased out and replaced with disintegration; Morbius was executed this way, but managed to survive as just a brain.
    There were two forms of illegal intervention, both punishable by vaporization. A Class One was affecting the material properties of a planet, such as axial rotation. A Class Two was when a Time Lord claimed themselves to be a god on a planet. Though written as a death penalty crime, the actual punishments used for crimes varied in severity based on the severity of the actual crime committed; Violating these laws and saving entire worlds might get the offender merely banished to the people they'd saved or to reverse the process of their actions: Of particular interest is "the Time Lady Of Vinnow";
    Vinnow was in danger of destruction by a solar flare powerful enough to reach the edge of the star system; Lady Vinnow shifted the planet's axis to draw the world out of position to be incinerated, thus saving that world. When she put the planet back on its proper axis, she was declared a god, but claimed she was only a faithful believer in higher power. For her crime, she was banished to Vinnow. Not so bad, for most people, but then a sectarian war lasting over a thousand years broke out over her own claim of "mere faith" (of which she really had none). The Council ordered her to claim to be a god to end the sectarian war she herself had unintentionally started. There are those within the Galliferians who believe this was no "accident" but Lady Vinnow denied those allegations and suggested to the court that the only way to fix her mistake was the banishment she would receive; That imprisonment and disintegration would be counterproductive, as it would allow the crisis to continue.
    Committing genocide would lead to the removal of any remaining regenerations a Time Lord had; Artificial species were not considered alive, thus genocide was impossible; After the Imperator led his army of followers and mercenaries on a crusade against hundreds of cultures around the Spiral Politic, he was tried and publicly executed. For the various crimes the Master committed, his punishment would have been the reversal of his time stream, such that he had never existed. A similar punishment was carried out on the War Lord for his interference in human history which led to the deaths of thousands; He (and several of his guards) were dematerialised out of existence. The War Lord homeworld had a force field placed around it.
    Science And Technology
    The Time Lords were superlatively advanced in many fields of science, including mathematics, biology, xenobiology, chemistry, and physics.
    Stellar Manipulation
    The Time Lords had the capability to control and use the power of stars. There is a mostly joking statement that the Time Lords "invented" black holes. When he threatened Ra and the Ship of a Billion Years with the 59ᵗʰ Time Fleet, the War King said that solar engineering was one of the Great Houses' first great achievements. Using the Hand of Omega, the Time Lords could speed up the development of stars. One such star had been exploded but its development into a black hole had been frozen, trapped in a permanent state of decay and was kept either under the Panopticon as the Eye of Harmony to power the civilization of the Time Lords, or in TARDISes to use as their power source.
    Transport
    The most characteristic technology used by the Time Lords was their time travel technology of the TARDISes. The TARDIS was derived from the early Gallifreyan technology of the Time Scaphe. The TARDISes were one of the few types of technology that was updated, from the obsolete Type 40 (from Mark I to Mark IV), the more advanced Type 57 and the humanoid Type 103; Battle TARDISes and War TARDISes also existed.
    Weaponry And Defenses
    The Gallifreyian conundrum expresses itself most greatly in the area of defense; Despite being one of the most powerful species in the universe, they had little in the way of defenses; Their conventional warfare technology lags behind most other civilizations, including many lesser ones. This is due in part to the "transduction barrier" (which covers their planets and which is almost completely impenetrable by outside forces), but is also partly due to their general policy of non-interference. As a result, few Gallifreyians have any real combat experience, not even the Chancellery Guards.
    However, as war approached, this ineptness was remedied. During the War, the weapons of the Time Lords were considered "legendary"; They had built defensive arrays the size of star systems and created armaments that took apart entire galaxies. During the Last Great Time War, the Capitol was protected by a set of dual turrets set around it, used to destroy attacking ships. The operating system of the "galaxy eater" weapon the Moment was so advanced that it had a conscience.
    Miscellaneous Technology
    Some other Time Lord technology included the Matrix, Validium, the Genesis Ark, and the Chameleon Arch. The Lord President Rassilon had a metallic glove which was capable of destroying a person by shooting out electricity and it reverted the Master Race to its human form. The Time Lords developed a chemical that could turn vertebrate blood into acid, but the Doctor successfully campaigned it to be banned.
    Rassilon also invented Gallifrey's genetic looms, the devices used to birth new Gallifreyans after the Pythia's curse. Looms were no longer used after the Curse was lifted following President Romana's negotiations with the Sisterhood of Karn.
    Several accounts described the Time Lords as a species or a race of Gallifreyans. In contrast, many other accounts suggested that Time Lord was a rank or a social class. Great Houses themselves are a meta-culture, having become something more than a biological species at the anchoring of the thread. When proclaiming that Jenny was an "echo" rather than his daughter, the Tenth Doctor described a Time Lord as "so much more" than just his biology, instead being "A sum of knowledge, a code, a shared history, Non-Gallifreyan Time Lords
    Many Time Lords were either completely or partially not Gallifreyan. Dorothy McShane, better known as Ace, became a Time Lady after attending the Time Lord Academy. Upon completing her training, she joined the Celestial Intervention Agency and was given a TARDIS with a functioning chameleon circuit, which annoyed her. The renegade Great House of Paradox often inducted members of the lesser species into their ranks, going so far as to actually incorporate them into the House's bloodline. The War King said that, while members of Faction Paradox were not members of the Homeworld by blood-right, they had been adopted and given the inherent advantages of all members of the Great Houses, so they were equal to even the members of the War Council. During the War, military Houses like House Xianthellipse experimented with hybridisation. Each of House Medhorran's members had foreign biodata from species such as the Raithaduine. House Lolita had a seat on the War Council, though its founder Lolita, who created the House for her children, was a 101-form timeship. The Osirian Court was so powerful that it was almost a Great House. On Gallifrey, the prophecy of the Hybrid spoke of a being who was created from "two warrior races." Many, including the General and Davros, speculated that the Hybrid was supposed to have been crossed between the Daleks and the Time Lords. By some accounts, the Doctor himself was half-human on his mother's side. Ashildr speculated that this made the Doctor himself the Hybrid. River Song was conceived on board the Doctor's TARDIS while it was travelling through the Time Vortex and therefore possessed certain genetic characteristics of a Time Lady, which were brought to the fore by experimentation by the Church. This enabled Melody to regenerate at least twice, into Mels and River Song, before sacrificing her remaining regenerations to revive the Doctor. She retained her respiratory bypass system. A "generated anomaly," Jenny, the artificially created daughter of the Tenth Doctor, had two hearts, but was not a full Time Lord and was unable to regenerate. The Tenth Doctor claimed that Jenny was merely an echo of himself and that being a Time Lord was "so much more" than that, but as he later admitted to Donna Noble, "when I look at

    Galifreyians are not "speciesist," those of "lesser cultures" who pass their tests can in fact join them, but few can pass those tests. Just to prove the point, they allowed a few thousand "close but not quite" candidates to take on their schools; None passed.
  • Plutocratic oligarchy; rule by an rule by the wealthy elite.
    They like to THINK of themselves as a meritocratic pecocracy (rule by the learned), and there is "some" truth to that (those same wealthy elite are in fact learned and have merits), but in the end, they are learned BECAUSE they had the money and connections.
  • Tight; The central government's rulings are thoroughly enforced by its agents and agencies, and it's when the rules AREN'T enforced or administrative control/oversight slips up that it makes the news. Those outside of Galifrey proper are considered "exempt" unless they commit a capital crime, in which case they "might well" take action anyways, but rarely go after "petty" criminals unless they return home.
  • Trade; Mostly to keep in the intra galactic community. Such trade as they do is really relatively minor, more acting as merchants for other people's goods and, on occasion, raw materials (usually for start up operations). The main purpose is to support exiles and their few foreign contact staff, to keep an eye out for threats around the galaxy.

  • "The Doctor": His real name is unknown, but he has admitted a few things about his identity;
    He is a graduate of the Time Academy, and an officer in the Gallifreyian Army during the Eighth Time War. He was stationed at the barrack at Arcadia One Gallifrey the day the Daleks penetrated the defenses, and witnessed the fall of the city. Rousing himself, he fought to stem the tide where he could, and at the end of the day when the Daleks withdrew (thinking their mission complete and the Gallifreyians largely annihilated), he wrote "NO MORE" on a surviving section of a wall and deserted. He hotwired a TARDIS and took off for parts unknown for over a century, until the Chancellor of the Council tracked him down with an offer of absolution for his many acts unbecoming a member of the Time Lords (and desertion) if he would intercept the creation of the Darleks, thus preventing their threat; He accepted the offer, but the mission unwittingly ushered in the Daleks.
    His failure in this matter was not unnoticed by the Council, but his explanation was impeccable, and his crimes were entirely expunged. He would later learn of a rising power, a new threat to Gallifrey, of a new empire of galaxies; After reporting this to his leaders, he was asked to make contact with this new empire and try to avoid a war, with an aside reminding him of the effects of his last attempt to prevent a war for Gallifrey.
    The Doctor discovered this empire, though technologically very advanced, moreso than the cybermen and Darleks combined, was neither the Dalek nor Cybermen, nor any other the other aggressive expansionists of the known universe; They meant to rule true enough, but they didn't have an interest in genocide nor dictatorship. He has vaguely remained the Gallifreyian's "ambassador" since, though he has 'gone rogue' more than a few times, directly contravening Gallifrey's non-interventionist stance whenever he feels like it.
    The Eighth Time War: Literally, the eighth time the Gallifreyians contested for control of the time stream. This time the combatants were the Darleks, renewed from their prior defeat by the Gallifreyians and Cybermen, and with new intelligence on the defenses of Gallifrey; The Cybermen's attack a half-century before had revealed a weakness in the Arcadia Sky Trenches the Cybermen had either not noticed or not been able to exploit. The Darleks went after that weakness immediately, massacring the city and spreading out across the planet to prevent the Gallifreyians from following behind them. They failed to exterminate all the Gallifreyians, however, not even all the Time Lords, and thus although they were able to gain control of the stream the Gallifreyians were able to redirect them into a trap, specifically a Void that they would be unable to escape for nearly one million years before outside intervention unwittingly released them.
    Arcadia was critical to the Darlek's plans, since a landing zone was necessary to bring in the Dalek's Nullship to disgorge the majority of their forces.
