The Council established four key objectives for FedBank: Moderating long-term interest rates, stabilizing prices, maximizing employment, supervising and regulating financial institutions, maintaining the stability of the financial system, and providing financial services to the UGC, in order of importance. FedBank also conducts research into the economy and provides numerous publications to prevent economic crisis before they begin. They are also the only check-transferring agency by buying the note themselves. They also provide temporary liquidity directly to local branches to address short-term shrinkage in deposits; All institutions are required to maintain a specific amount of cash on hand against their depositors and investors withdrawing from the institution (the amount is based on the type of institution). Seasonal downturns can lead to depositors and investors to withdraw funds from the institution- For example, farm communities see severe withdrawals late into growing season as family funds decline and expenses maintain or possibly rise. This can lower reserves below the required threshold. The institution can then borrow funds from FedBank to cover these shortfalls. The Federal Reserve System is composed of several layers. It is managed by the Prætor and Vice Prætor, who are in turn supervised by the Board of Governors. The Board is headed by the Chairman and Vice Chairman, who's duties are to ensure that discussions by the board are kept civil and addresses all possible considerations. The Prætor is allowed to attend all such meetings in case they need to defend or explain their actions. The Prætor is confirmed by a majority vote of the Joint Halls, and can only be removed by a ¾ vote. The intention of the Board Of Governors is to recommend impeachment, and no Prætor has ever been impeached without the support of the BOG. All of these positions are lifetime appointments. FedBank has hundreds of regional offices throughout the UGC, typically around 1 in every 10 systems which oversees their region. All of the institutions within a given region have to invest into their regional committee as an advisory board. Regional committees can raise or lower rates specifically within their region but not more than 1% of current rate (i.e. if the global rate is currently 3.21% they can raise it to 3.22% or lower it to 3.2%). The UGC sets the salaries of the board's governors. They have been criticized for their approach to managing inflation, lack of transparency, and their role in economic downturns, leading some to call for FedBanks abolition or placing the Board and Prætor to be removed from office on simple majorities. One of the incentives to the creation of FedBank was the financial collapse of 2215; In one 12 hour period, 75% of the UWA's citizens lost 90% of their net worth as inflation hit records of as much as 25,000% in hours. Although this was a direct result of the Sunare Uprising of the same year (and therefore mostly corrected under force majeure laws), it still meant millions were left homeless and starving for several months; Many of them never fully recovered, and a few even died as a result of the totality of circumstances. FedBank is an independent institution, working separately from the executive or judicial branches of government, as its powers are derived directly from the Single Session of the Council.
