  • The Freng Mercantile Republic was the formal name for the Freng government, whose seat of power was on Frengar. The government of the Freng Mercantile Republic was dedicated to the promotion of Freng profit and commerce. It was overseen by the Grand Nagus from the Tower of Commerce on Frengnar. The Nagus's power derived from both the Freng Bill of Opportunities and Rules of Acquisition.
    Agencies and Institutions
    Despite a strong spirit of laissez-faire regarding commerce, the Mercantile Republic maintained numerous agencies to regulate Freng business and trade. Though ostensibly created to oversee Freng business practices and ensure adherence to regulation, these agencies appeared to be constructed as much to create opportunities for graft, bribery and corruption as any legitimate purpose.
    The Freng Commerce Authority (or FCA) was an agency of the Mercantile Republic concerned with business practices and the enforcement of trade under Freng Trade By-Laws and Code. Agents of the FCA were known as Liquidators, led by the Board of Liquidators, all of whose offices were located on the 40th floor of the Tower of Commerce in the Sacred Marketplace on Frengnar.
    While the FCA primarily regulated business dealings among Freng, the Freng Trade Mission furthered Freng governmental business interests with other species.
    The Freng Health Commission oversaw health regulations in Freng businesses and public life and had the ability to revoke a Freng's trade license.
    The Freng Gaming Commission regulated all gambling ventures within the Mercantile Republic.
    Politics
    Domestically, advancement in Freng government was based on bribery and patronage. A Freng who aspired to a higher position in any government agency, in particular the FCA, was expected to earn a large profit not just for himself but for his superiors. Even seeking an audience with a senior government official required a donation of latinum.
    Generally, the Freng Mercantile Republic stayed neutral in the politics of the galaxy, since the Freng were solely interested in profit and making enemies diminished possible business opportunities. In the spirit of free enterprise, most Freng business ventures were made without the knowledge of the government. As a result, while a number of hostile conflicts occurred between the Federation and the Freng in the 2360s, the Freng Mercantile Republic itself was not considered responsible.
    The Freng Mercantile Republic has never actually started any large-scale interstellar war, which some considers an accomplishment which makes it morally superior to even the Federate (they have particiapted in several wars, mostly as mercenries, and not against each other- it's part of the contract).
    Generally, when the Freng Mercantile Republic comes into conflict with another galactic power, they peacefully apply economic pressure using their considerable financial resources (raising or lowering trade restrictions, etc.) until they can force the other power to agree to a peace treaty at the negotiation table, preferably one in the Freng Mercantile Republic's favor.
    The Freng Mercantile Republic maintained official neutrality during the Dominion War, though it believed its natural business interests to lie with the Alpha Quadrant powers. Similarly, during the Occupation of Bajor the Freng took no sides and traded equally with the K'Hardishuns and B'Johriens.
    The official practice of neutrality, however, did not guarantee the Mercantile Republic favorable relations with all races. The Klingons were known to despise Freng in almost all circumstances, despite no history of bad relations between the two governments. However, even as a neutral power, the economic might of the Freng Mercantile Republic gave them significant influence in the galaxy.
    Militry
    The Freng Mercantile Republic maintained a militry which consisted mostly of D'KORA-Class Marauder. The militry was used to protect the business ventures of various Freng entrepreneurs, not to wage war. A Marauder was commanded by a DaiMon who was authorized to open new trade negotiations on behalf of the Mercantile Republic.
    The Freng Mercantile Republic's only other militry assets is the Freng Shuttle, a moderately armed and armored, high-speed and cargo heavy shuttle.
    The Battle of Prexnak between the Freng and Lytasians was the most important battle in Freng History. A similar operation was undertaken in 2374 between the Freng and Dominion, the only "encounter" the two powers had during the Dominion War.

    Frengar is a class-M planet in the Alpha Quadrant, homeworld of the Freng and the capital of the Freng Alliance.
    The planet's capital city is primarily a series of low domes broken by a tall spire, the Tower of Commerce, which marks the Sacred Marketplace, and is the seat of power of the Grand Nagus, the leader of the Freng Alliance.
    The planet is best known for its nearly constant, planet-wide torrential rains, rotting vegetation, and rivers of muck.
    After Grand Nagus Zek added an amendment to the Freng Bill of Opportunities allowing females to wear clothes and make profit, Frengar was plunged into financial chaos and a communications blackout was imposed. Martial law was instituted for a time, but then rescinded.
    Nagal Residence
    The Nagal Residence is the gigantic, lavishly appointed home of the Freng Grand Nagus. It was located in the capital city of Frengnar, with a view of the Tower of Commerce. It was said that even the waste extraction fixtures were plated with latinum.
    Tower Of Commerce
    The Tower Of Commerce was the capitol building of the Freng Alliance, the largest and tallest building on Frengnar. From the Tower's Chamber of Opportunity, the Grand Nagus presided over the entire financial empire of the Freng. And, in the Chamber of Petitioners, the Nagus dispensed financial advice to his subjects. The Tower also housed the offices of the Freng Commerce Authority. Liquidator have their offices in here. Until the buyout (annexation on Freng terms) by the UGC, some criminals and financial deviants were taken by the FCA to the top of the spire of the Tower of Commerce and shoved off to plummet into the Sacred Marketplace, a full forty stories below, where people bet on where the victims would land, while lesser crimes were punished with public humiliation, including being hanged in the marketplace by the lobes (the later practice is still in force).

    The Freng Sacred Marketplace is located on Frenginar in the capital city. It housed several important government buildings, including the Tower of Commerce. The Marketplace was central to the conduct of Freng business and several traditional rites, including criminal punishments.

    Republic, was formed over a period of ten thousand years, beginning with the establishment of a system of currency, to their purchase of warp technology, and finally to its state in the 24th century.
    Physiology
    On average, Freng are shorter than Humans. They had orange-brown colored skin, blue fingernails, enlarged skulls, wrinkled noses, and sharp teeth. Internally, they had ascending ribs and upper and lower lungs, as well as an unusual four-lobed brain that could not easily be read by telepaths.
    The Freng's most distinguishing feature was their large ears (called "lobes"), which gave them extremely acute hearing, sensitive enough to tell a person's species and gender, even through electronic distortion, atmospheric/altitude changes, and the decibel level of a sound. The lobes of the Freng male were larger than those of females. The sensitivity of the ears also made them vulnerable to pain and other problems, including severe infections of the tympanic membrane which, if left untreated, can become fatal. They are also rather vain about these, and in fact have cosmetic procedures to firm, soften, enlarge, reduce, and otherwise manipulate them.
    The Freng heart rate was much faster than that of a Human. A Human doctor once said of a Freng "If you were Human, I'd say you just suffered from a heart attack."
    The Freng have a rather strong immune system, in part due to the fact that Freng brains are very different than those of other humanoids, and have a lifespan that exceed one hundred years. However, they have relatively weak eyesight (approximately equal to 20/80 vision in humans).
    When startled, frightened or in pain, Freng often emitted a high-pitched scream. Some Freng demonstrated a hissing reaction when threatened or in distress not unlike an Earth cat.
    Society And Culture
    Cultural Development
    The Freng culture had roots similar to those of many other species, filled with wars, violence, and greed. However, the Freng managed to avoid many of the worst aspects of an evolving culture and their social history was notable for the absence of atrocities such as slavery or genocide, a distinction the Freng felt made them morally superior. Freng culture slowly grew out of its early stages by introducing a remarkable economic system that developed from early bartering systems to become one of the leading cultures in interstellar commerce.
    Unlike most other cultures who frequently idolize warriors or politicians, businessmen were the pillars of Freng society for millennia. This tendency led to the slow merging of business and political fields in Freng culture and that influence was evident in the near universal application of the Rules of Acquisition as both a personal and financial code of ethics.
    The Rules of Acquisition provided advice that all good Freng follow in order to lead a profitable life. For example, the first Rule of Acquisition was "Once you have their money, you never give it back."
    In addition to the Rules, the Freng also recognized the Five Stages of Acquisition: infatuation, justification, appropriation, obsession, and resale. They also recognized these traits in other species; Earth's Wall Street was regarded with near-religious reverence by Freng.
    The drive for individual gain in Freng society led to inventions that spread across many species of the galaxy.
    Role of Women
    The traditional laws of the Freng were highly sexist and patriarchal by the contemporary standards of many other civilizations. Unlike those of the Federation, Romulan, or even Klingon societies, Freng females were barred from most aspects of society, including politics and business. Laws and traditional social values relegated females to the level of property. Women had no valued role in society apart from the propagation of male heirs.
    Marriage, like everything else in Freng culture, was a business contract, signed between the prospective groom and the bride's father, in which the father leased his daughter to the groom for a set period (usually five years) for an agreed fee, paid on the birth of a son.
    In addition to being forbidden to earn profit and own property, Freng females were not allowed to wear clothes, leave their homes without male escort, or speak to strange males. Their role as caregiver to the male children of a family was strictly defined. Mothers were expected to teach their children the Rules of Acquisition, and to soften their male children's food by chewing it for them. Because of this Freng males were often very protective and loving of their mothers.
    However, by the late 24th century, females made up 53.5% of the Freng population and some Freng began to realize that exclusion of females from business represented a significant loss of profit opportunities. A movement, led by Ishka and, through her influence, Zek, developed with the goal of reforming cultural traditions that had excluded women. Initial progress toward this goal seemed less than promising, but by 2375 with the ascension of the progressive Rom to the position of Grand Nagus the likelihood of further reforms seemed inevitable.
    Because of the long-standing ban on acquisition of profit by females, any female wishing to engage in commerce had to either bury evidence of her involvement in a transaction or appear as a male. Notably, Pel not only altered the manner of her attire, but also disguised her breasts and the size of her lobes in order to be included in Quark's financial decision-making. Using this disguised appearance, she was involved in the first recorded business transaction between the Alpha and Gamma Quadrants. A contract would likely not have been concluded without her input, making it, at the time, the most significant financial achievement by Freng female. Her skill in successfully negotiating the contract between the Freng and the Karemma would later have a profound impact on the entire Alpha Quadrant. It proved the basis by which the Federation made First Contact with the Founders, which would in turn lead to the Dominion War.
    Quark himself would later be involved in an even more significant instance of cross-dressing, one which would fundamentally alter the nature of Freng society. Grand Nagus Zek- As influenced by Quark's mother, Ishka- Attempted to give women the right to wear clothes. He was immediately displaced from power by Brunt, and forced to set up a government-in-exile on Deep Space 9. While there, Zek tried to convince top Freng businessmen to join him for a conference to demonstrate the intelligence of women, using Ishka as his exemplar. When she collapsed after suffering a heart attack, Quark had to fake being the female, "Lumba," so as to impress Nilva, the ultra-conservative manufacturer of Slug-o-Cola. It being decided that simple cross dressing was insufficient, Quark received gender reassignment surgery for the occasion which was reversed afterwords. Quark's "Lumba" sufficiently influenced Nilva to call for, and get, the immediate reinstatement of Zek as Nagus. Zek's women's rights agenda therefore continued.
    Rituals And Traditions
    Male Freng were introduced to the world on their Naming Day, one of the few Freng ceremonies that included a tradition of bestowing (free) gifts on someone.
    The Freng Attainment Ceremony was the time in Freng tradition that an individual becomes old enough to make his own decisions. A young Freng that was about to embark on his first significant business opportunity might auction off personal items that have strong sentimental value in order to raise capital for his venture.
    Quark in a traditional display of submission Freng greeted one another by putting their wrists together, hands apart, and fingers curled inward, equivalent to the old Human custom of shaking hands (the natives of Gamma Trianguli VI have an almost identical gesture); Jadzia Dax and Quark regularly greeted one another in this manner. On the other hand, when agreeing upon a deal, the two Freng placed the back of one hand against that of the other, and pulled it away to the side quickly, as if to signify mutual distrust and understanding.
    A Freng acting in some form of service or submission was commonly known to bow very slightly, face up, and made the same hand gesture used in greetings. The cultural connotations of displaying open hands were echoed again in the "obscene" gesture of a person waving empty hands above his head.
    A Freng entering another Freng's home was required to pay an admission fee of one slip of latinum per person. One was also required to sign a waiver acknowledging responsibility in the event that something went missing following one's visit. A traditional greeting in such situations had the resident Freng welcoming the visitor to his home and reminding him that "My house is my house." to which the visitor replied "As are its contents."
    The Freng had a legal tradition called plea bargaining. If a Freng required something, especially of importance, that had been taken by another individual, the Freng could give something that the individual requires in order to have their item returned.
    Traditional Freng cuisine consisted largely of slugs, insects, grubs, and other creatures Humans would call "bugs." Many partook in the beetle snuff habit, snorting a fine powder of dried beetles.
    According to traditional Freng beliefs, the hammer represented sexual prowess. Actual sexual practices of Freng were not well known but oo-mox, manual stimulation of the lobes, was widely practiced and could be performed by non-Freng. In accordance with their male-dominated society it was not unusual for a Freng to have female servants who would perform oo-mox for him in public as a means of pleasure and to communicate his status by overtly demonstrating that he can afford such luxuries.
    Appropriately for a materially obsessed species, the Freng demonstrated interest in cosmetic enhancements by way of tooth sharpeners and surgical procedures such as lobe enlargements to accompany the usual conspicuous displays of wealth.
    Language
    The Freng written language resembled a flow chart in appearance with 60 degree angles and text most commonly emanating outward from a central hexagon. The hexagon might remain fixed, possibly denoting subject or tense, as the text around it flowed, branched, expanded, and changed.
    Because of the extremely rainy climate of their homeworld the Freng had 178 different words for rain in all its various forms. Conversely there were no Freng words for crispy, as the condition is largely unknown to them.
    There was also B'Zal, a Freng code which used patterns of light and darkness.
    Clothing
    Freng males wore a headdress which consisted of a cloth wrapped around the back of the head called a Tuban. If an Freng joins the REF or RDF, they continued to wear their Tuban. However in civilian life the average Freng has stopped wearing the Tuban, as it evolved from a piece of armor. Until the alteration to Freng culture under Zek, females did not wear clothes; Now they usually wear multi-colored, loose fitting dresses or clothing like their male counterpart/partner, with some give in strategic areas; They are expected, however, to wear loose fitting clothing that does not reveal their anatomy to any degree- A form of minor humiliation, as this makes finding a mate more difficult.
    Philosophy
    In Freng philosophy, the pursuit of profit at any cost was the guiding principle for all traditional Freng. With the invention of currency and the concept of profit approximately 10,000 years ago Freng philosophy began to evolve toward the pursuit of material wealth. This guiding principle became so basic to Freng that it was eventually codified in the Rules of Acquisition.
    Ethics
    Greed, deceit, distrust, and opportunism are highly prized values among Freng and all were represented within the Rules. The Freng belief in conducting all business dealings under the advisory caveat-emptor, or "buyer beware", further reflected the pursuit of profit at all costs.
    Exploitation was a rule in Freng society. The formation of labor unions was forbidden, and indeed most Freng did not wish to eradicate exploitation but to become the exploiters. Unfortunately, the Buyout ended this as an absolute practice, and workers now have many degrees of protection that beforehand hadn't been there.
    If profit represented the ultimate goal to Freng, the loss of profit opportunity represented the ultimate punishment. Freng who broke the law could be punished with the loss of all property and assets. If the crime was deemed severe enough the offending Freng's family could also suffer loss of profit opportunity, and could even be sold into indentured servitude to repay their debts- Both literal and philosophical. The binding nature of contracts was considered a supreme law in Freng society and breaking a contract with a fellow Freng was a severe crime. Capital punishment was not unknown among Freng but perhaps even more feared was revocation of a Freng's business license. Such an action prohibited other Freng from conducting business with the offender and virtually ostracized a Freng from his own society, leaving him with so few opportunities for true profit that death might be preferable. Should capital punishment become necessary (such as for going on strike), the preferred method is defenestration from the top of the Tower of Commerce. Not only is the forty-story descent effective, but it allows those in the Sacred Marketplace below opportunities to place wagers on where the condemned will land.
    Regard for profit above all else, including life, was also evident in the Freng attitude toward dealing in weapons and other military technology. Though the galaxy abounded in weapons dealers, the Freng had an approving attitude toward the profession. Similarly, the Freng attitude toward personal liberty was superseded by desire for profit. Despite, or perhaps because of, never having endured slavery themselves Freng showed themselves willing to engage in slave-trading and the capturing of aliens for slave labor if profitable.
    Religion
    The Freng cultural emphases upon profit and wealth extended to spirituality, leading to a fairly robust and detailed religious life, even if the central philosophy behind the religion was relatively simple. Like everything else in their society, Freng religion revolved around the central concepts of profit and the accumulation of wealth.
    Freng spirituality flowed largely from their belief in the universe was bound together in the Great Material Continuum. A Freng who lived a good life (one who makes a profit and accumulates wealth) was said to navigate the Great River of the Continuum. Such Freng were rewarded for their success in interpreting the wants and needs of this life by positioning themselves for success in the next life. The Freng seemed to draw a distinction between selfishness and greed, indicating that the accumulation of wealth serves a greater good and is therefore not selfish. This is likely the role of the Great Material Continuum and may explain why such accumulation is rewarded in the afterlife. However, it may also be the case that selfishness itself is considered a moral virtue and for that reason the accumulation of wealth is rewarded in the afterlife.
    The Antechamber of the Divine Treasury In the case of Freng, the mercantile belief in the finite but eternal nature of material accumulation meant that you could take it with you. Upon death a Freng found himself before the Blessed Exchequer, to whom Freng prayed in life, and was evaluated on the basis of the profit earned while alive. A successful Freng was allowed to bribe their way into the Divine Treasury where the wealth he had accumulated could be used to bid on his next life under the supervision of the Celestial Auctioneers. An unsuccessful Freng might find himself cast into the Vault of Eternal Destitution, never to return.
    By the end of the Dominion War, in 2375, over 40% of the population on Frengnar no longer believed they had to buy their way into the Divine Treasury.
    The Freng death ritual prohibited an autopsy from being performed on a deceased Freng. However, it was accepted practice for a Freng to auction off his vacuum-desiccated remains after death, providing the opportunity for their loved ones or enemies to own a piece of the Freng after his passing and as a final opportunity to raise capital for the soon to be deceased.
    Government
    Official symbol of the Freng Alliance The Freng Alliance was the main political body of the Freng. It was dedicated to the promotion of profit and commerce and was overseen by a Grand Nagus, who acted as both head of state and principal business leader. The Nagus' power was supported by both the Freng Bill of Opportunities as well as the Rules of Acquisition.
    The Freng Commerce Authority, or FCA, was an agency of the Alliance concerned with business practices and the enforcement of trade under the Freng Trade By-Laws and Freng Code. Agents of the FCA were known as Liquidators and were governed by the Board of Liquidators. The FCA tightly regulated Freng business affairs in all industries and throughout the quadrant.

    The importance of business was felt even in Freng government, as powerful businessmen could easily become powerful political figures representing their companies the way states or worlds are represented in most other cultures.
    The neutral tendencies of the Freng and their government were evident in the 34th and 35th Rules of Acquisition: "War is good for business" and "Peace is good for business." Counter-intuitively, this neutral status often enhanced the influence of the Freng Alliance in the galaxy. By positioning themselves as interested only in commerce, not only did Freng manage to avoid being embroiled in larger conflicts such as the Dominion War, they also made themselves available as intermediaries. Freng trade representatives often accompanied other governments on diplomatic missions where trade negotiations might serve to open the door to more extensive relations between trade partners who might otherwise have difficulty doing business because of the political climate.
    In keeping with their neutral tradition, the Freng did not maintain much a standing militry force and were generally considered ineffectual in most militry matters. However, the role of DaiMon in Freng commerce was a quasi-militry rank and the Alliance did provide the use of starships, notably the D'KORA-Class Marauders, for the purpose of mercantile exploration and, in some cases, defense of business interests.
    History
    Gint, first Grand Nagus Freng history reached back approximately 10,000 years, but much of their early history was limited to legend. The most significant events of early Freng history were the creation of the Freng Rules of Acquisition by Gint and the merging of business and political philosophies into the office of the Grand Nagus.
    After the evolution of their commerce-intensive society, the Freng purchased warp drive technology and began to expand their commercial interests in the galaxy. Even at this point, however, the Freng were a mysterious race who were often only known through rumor. Due to their ambitious and covetous nature many Freng have shown a tendency not to identify themselves to new species during a first encounter and to exploit such species' lack of knowledge about Freng philosophy and society.
    Prior to 2151, the Freng came in contact with the Valakians.
    In 2151, Starfleet had their first encounter with the Freng, although they would not realize it for two more centuries. This initial encounter took place when four Freng marauders boarded a Federate ship after rendering its crew unconscious using a "Trojan Horse" device. The pirates attempted to plunder the starship of items they believed held value, but their plans were ultimately foiled by the ENTERPISE crew and the Freng's own greed. With ENTERPRISE back under Starfleet control, the pirates were allowed to leave with a warning not to plunder any more ships in the area.
    In 2355, while Captain Jean-Luc Picard was in command of the USS STARGAZER, Starfleet had another encounter with the Fereng, although again it wouldn't be realized until nine years later. While traveling through the Maxia Zeta system the USS STARGAZER was attacked by an unidentified starship damaging shields. This forced Captain PICARD to perform a maneuver in which the STARGAZER jumped into high warp, making it appear to the attackers that the ship was in two places at once. This tactic was so highly regarded by Starfleet that it was given the designation "the Picard Maneuver."     Official First Contact between the United Federation of Planets and the Freng occurred in 2364 in the Delphi Ardu system, where a Freng vessel and the USS ENTERPRISE-D were trapped in orbit by a derelict outpost of the ancient Tkon Empire. Prior to this contact there were multiple incidents of contact between Freng and Humans but, for various reasons, documentation of the Freng as an identified race was not recorded.
    Upon first contact with the Freng, Starfleet personnel observed the species to speak with broken English, often gasping and hissing, and moving in a cat-like "slinking" manner. Within the space of two years, however, the Fereng had adapted to Federation mannerisms and later encounters had the Freng speaking perfect English and moving as a normal human would. A carry-over which was (and still is) common among all Fereng is to call Humans by the name "Hew-mons" instead of the correct pronunciation.

    The Rules of Acquisition were a numbered series of aphorisms, guidelines, and principles that provided the foundation of business philosophy in Freng culture. They were first written ten thousand years ago by Gint, the first Grand Nagus. In the mid-22nd century there were 173 rules, but by the 24th century there were 285. Commentaries existed for the Rules. In theory, every Freng business transaction strictly follows all 285 rules.
    There was also a short-lived revised edition of the Rules written by Grand Nagus Zek after having his state of mind changed by the B'Johrien Prophets. These rules were almost complete opposites of the original rules and promoted honesty and charity. After Zek recovered, he ordered all copies of the new rules to be destroyed.
    The observant student will note that a substantial part of the Rules were once marked "Freng State Secret." For centuries, the rules were considered public domain; More precisely, "public" to anyone willing to pay to see them, or spent the time following a Freng around to hear them all. After the Buyout, the Freng decided that some rules had to be kept secret to maintain market share- This was a condition of the Buyout.     The Freng Bill of Opportunities is a central document in Freng government that defines the rights of individuals in Freng society, including who may seek profit.
    Until 2374, the Bill of Opportunities strictly forbade Freng women from wearing clothing or seeking profit. That year, Grand Nagus Zek added an amendment to the Bill to allow women to wear clothing. This move was motivated by his alliance with Ishka as part of her plan to eventually gain equal status for Freng women, including the right to engage in business and accumulate wealth.
    The amendment by Zek was hugely unpopular and he was temporarily deposed by the Freng Commerce Authority as a consequence. However, Commissioner Nilva, under the influence of Quark masquerading as a female, decided to support the amendment. Nilva's thinking was that Freng society needed to evolve and embrace new business opportunities, including that offered by the female half of the Freng population. Quark was looking to get his mother out of his house, especially since he was now married to a Clingohn and expected to set up the new House of Quark.
    The Five Stages of Acquisition, according to the Freng, are infatuation, justification, appropriation, obsession, and resale.

    Freng ships get stopped even when they're known to not be carrying slaves- They get thraced an average of twice a year.
