The defeat of House Harkonnen at the close of the Muad'Dib Jihad didn't kill ALL the Harkonnen, just as the defeat of House ATREIDES in the Dune War didn't kill all the ATREIDES, nor was it necessarily intended to; It was to break the house.

Harkonnen Remnant.
The problem was over a million men whose only profession was killing people and breaking things were still alive and many of them hadn't surrendered; Many were not in a position to do so (posted to outposts in the deep, deep southern hemisphere of Arrakis hunting the Fremen, for example). Others were off-world, many still on Geidi Prime, where they simply took what arms and armor they could and went into hiding.
These "remnant" Harkonnen continued the war, even when Muad'Dib Paul ATREIDES offered amnesty (not surprising they refused the offer, after what Baron Vladimir HARKONNEN did to ATREIDES soldiers who'd surrendered).
The Harkonnen Remnant continued fighting the Muad'Dib Empire for centuries, in any way that presented, though they have restricted their targets to legitimate militry targets (many an IDAHO has been assassinated at the hands of Harkonnen Remnant). One of the reasons the UGC pushed the resurrection of House Harkonnen was to bring the Remnant back in line; Many did "come out of the cold" but some clearly have not; Indeed, some Returners have been murdered "under mysterious circumstances," and several attempts on Baron Daniela HARKONNEN'S life have been attributed to Remnant. They're a boogyman that the REF has, without orders, taken upon themselves to root out- Brutally. REF Soldiers and Marines have massacred whole villages looking for Harkonnen Remnant (to date, not a single such incident can be prosecuted, since each one has in fact recovered Remnant members, and merely harboring such criminals is a capital crime, as such the Muad'Dib will not "allow" prosecution), and the Spacy has fired without warning upon suspected Remnant Frigates. Even the Patrol has participated in the brutal crackdown; To date, not once have Marines been landed without Patrol members, usually piloting landing ships. Due to certain legal issues, once the Spacy has fired on a ship, the Patrol has to board her, but they use tactics taken from the Marine, often clearing the ships of all life before actually determining the Frigate was actually Remnant.
The Muad'Dib, Baron HARKONNEN, and the Imperial Chancellor (the official local title of the UGC's ambassador to the Royal Court) continue to offer Remnant members amnesty, and some do surrender- But almost always to the REF. That's the only people they're afraid of. The most common method is to walk up to an REF outpost, inform the gate sentry they are Remnant and wish to surrender... Pretty much that simple.
Harkonnen Remnant don't actually have "one" set of stats, as each really is a totally separate cell, or a lone operator (in which case he'd have NO stats).
General Information:
Name: Harkonnen Remnant.
Colors: None. Orange and blue (opposite the blue and orange of the "official" house colors) are often worn.
Symbol/Crest/Banner: The Remnant still use the Harkonnen Bull's Head. In fact, that's the only way to identify them- Each one gets a Bull's Head tattoo.
Owner: No one, really. They're more a terrorist group than anything else.
Commanding Officer: The Royal Court and REF believes there's a central authority, and in this case they're partially correct; There is a group trying to steer the larger organization, with some success. Individual cells create operations, which the larger control group either approves or rejects. The purpose is to prevent two cells from tripping on each other going after one target, and it "usually" works. However, the individual cells retain the ability to act on their own approval. Central Command is a major supplier of equipment (most of it stolen or acquired via the black market, though they do have some industrial facilities), though most cells also have other supply chains (including their own mini factories, most about 300-800 square feet).
Tactics: Assassination and kidnapping, mostly; Snipers, bombs, various sharp objects inserted at low to moderate velocity (stabbings), occasionally poison but that's not a preference, though deliberate drug overdoses and pill tampering is showing a slight rise in favor, hitting people with cars, suicide bombings once in a while, rocket attacks (not usually very successful in taking out the designated target, but VERY effective in killing and injuring those around them, and thus HIGHLY effective as a terror tactic), etc.
The Harkonnen Remnant is also a criminal organization, which uses their brute force to rob banks and armored cars, rob warehouses, hijack shipments, and just about any other strong-arm crimes you can think of, plus they're thought to be the main m'elange and sapho smugglers to the galaxies at large; They have verifiably smuggled m'elange to the Palpatinian Order, but the Palpatinians chose not to renew the order (to which the Remnant smugglers took offense- big mistake, all but one of the 20 of them were dead before they even knew there was a problem).

  • Hunted (0); Ironically, the Landsraad/REF is finding destroying the Remnant as frustrating as Glossu RABBAN (the sociopathic nephew of the Baron Vladimir HARKNONNEN) found hunting the Freman "Muad'Dib" did, and for much the same reasons, but much worse; Whereas the Fremen hid in caves and tunnels on one planet (Arrackis), the Remnant hides in passageways and alleys, in major cities, on many planets- They've even branched out, travelling as far as the Rakatan and Pegasus Galaxies.
