Some caution should be exercised when going outside; Methane emissions can cause extreme atmospheric conditions (smog) that may make it hard to breath. Standard air masks can make conditions bearable, even in the worst weather.
The island city of Macross was spacefolded during the commissioning ceremony (GOVAL'S Mistake). The city was abandoned during the 48-hour emergency evacuation effort, and left to drift in space; Over time, it became the single greatest hazard to navigation in the Sol System.
In an effort both to preserve history and clear the spacelanes of this 'reef', a triply audacious plan was conceived; Terra Authority wanted to create a new anchorage at the edge of the system (an overflow for the Sedna Anchorage, and to take pressure off of the Jove Anchorages), and with Macross Island in the way of spacelanes anyways, the obvious yet deceptively simple plan was hatched to move the island, in it's entirety, to Pluto (the planet in direct line with the Macross island. Indeed, Macross had been gripped by Pluto's gravity, and become a de-facto moon of the planet- Like a puppy following his master.
At first, the plan seemed simple; Drop the island onto Pluto herself, and she could serve as both a staging area for the Pluto-1 Anchorage and the anchorage itself. However, early surveys of potential landing sites revealed the island would be torn apart by the landing event.
Much debate raged after that unfortunate discovery, but the eventual decision put engineers solely in charge of the project. They devised a new concept- The CityShip.
Structure and technology
First, 35" holes were drilled through the underside of the island, clear through to the other side of the island, each spaced 100' apart in a series of 24 lines radiating from the center of the island, with a special 200" hole in the exact center of the island. Then the underside of the island was very precisely cut to a perfect 35 degree convex. Against this was 24 ribs, each 100 miles long, with a tube of 150" across by 10 miles long in the center of the island (in the center hole). This was to be the engine/drive area.
Cross-beams were attached around the underside of the island 100' apart, in line with the original 35" bore holes. The final assembled strata looked like an old-fashioned radar antenna. With the under-framing complete, a massive Protoculture fired rocket was installed in the drive/engine compartment. This provided rudimentary flight control, and the project could have been abandoned under an automated program, but this was not what the Terran Authority wanted- They wanted the city landed. Period. The engineers threw a fit, but stepped up.
The first step was to widen the island, as it would never have been able to support space craft operation for long. To accomplish this, six beams 50 mile long were arranged around the under frame. Cross-supports of two beams set laterally from the edge of the disk at 25 degrees provide both a level area and structural support.
The island is a snowflake-shaped platform, with skyscrapers in the center and lower buildings in the six outlying sections. The Command and Control Center is in the center of the city, and is the tallest building in the city; By law, no building may reach above 150.' (Pod areas may not reach above 100'.) Due to its enormous size, the ship has been compared in size and interior space to Manhattan.
The city ship does not have a traditional outer hull- Instead, the atmosphere is contained within the vessel by a huge energy shield spanned around the city. Most of the structures in the city are surprisingly fragile, requiring the shields to protect them from naturally occurring phenomena such as hurricanes, as well as enemy attacks (rare as they are).
Security
Security on Macross is a bit paranoid- Anything from a single box being in the wrong place to a deliberate act of sabotage can destroy the city. Evacuations can take as much as 3 hours, yet the city could sink in as little as 30 minutes- Consequently, security forces on the island are in no way fucking around. EVER.
Advanced internal sensors that can also be used to track life forms enable the City to sense threats, including chemical and biological ones. The City can automatically seal or open sections of the city to secure its population; these areas are also water- and space-tight, allowing the population to potentially survive, at least for a while, even if submerged or ejected into space. (How long 'a while' is depends on what kinds of efforts the survivors can take to protect themselves.)
Every person on Macross Island is required to carry on their person at all times a Personal Identifier Module, a small key fob that transmits it's position at all times. This allows Security Central to track all authorized persons throughout the city at all times. The city routinely has between 100 and 1,000 persons being tracked without identifiers; Usually this is not an issue, just a local that locked himself out of his house, office, and everywhere (and will discover as much upon his arrival where he's going). However, the presences of a tracked target without their PIM is a violation of Macross Civic Code, punishable by a fine of 50credit and fees (it cost the city about 30credit to restore people's access, so the total bill is usually about 80credit).
Militry Capacity
The city has always been a potential target of attacks of various types, from outright militry assault to terrorism. Acts of terrorism are generally handled as security matters, militry assaults are handled acts of war. Both categories are handled through the Macross City Militia, which encompasses the fire department, police department, and militry service.

It also carries a complement of small ships, called "Puddle Jumpers," created specifically for the city. These Jumpers are stored in Jumper Bays located at strategic spots around the city. There are two bays on each pod and the City Center, one at ground level and one at the highest levels of the city, allowing Jumpers to launch regardless of conditions. One is located directly below the city's Command and Control Room, exiting via a series of launch doors. However, Puddle Jumpers are not considered militry assets, as they are not internally armed (though they have more armor, pound-for-pound, than a MAC).

    Conditions
    Macross sits in a lake of methane; Consequently, smog can get a bit rough at times. However, simple air masks can make conditions bearable.
    Civil Services
    The Macross City Militia is responsible for security, law enforcement, and fire response in the city. Some militiamen specialize as fire fighters, with cross training as police officers (most parking tickets). Others specialize as police, cross training as fire fighters (most immediate action, basic response). Private security is supplied through Militia contracts, with either off-duty or retired militiamen manning such posts.
    "Career" militiamen make up the majority of the 'militry' service, that is full time soldiers.
    Macross General Hospital is run under a cooperative public-private ownership, and provides most medical procedures; Some elective procedures have to be contracted off-planet, but all necessary medical procedures can be handled at MGH (or "Big Blue" as it's called, because the outer bulkheads are all painted blue; internal bulkheads are painted a subdued green to relax patients). The only unusual area of Big Blue is "Room 42", which can be locked from the inside- It's the panic room. Unfortunately, the existence of the panic room isn't all that unusual. All hospitals have them. Panicked, enraged, drugged, other otherwise out-of-control patients happen from time to time.
    Supplies
    Water: Macross has five water filtration plants to provide fresh water, which it stores in large tanks in the superstructure. This also reduces the city's dependence on outside water supplies, increasing their autonomy (though they really don't have much, being part of the Sol Authority, Terra Authority's colonial administrators). "Blue Water" lines, water that is suitable for drinking, are connected everywhere; "Grey Water", water that has been used for cleaning purposes only, are pumped through the sewage system to flush away sewage. "Black Water", that is raw sewage, are pumped directly to the filtration plants, where it is cleaned to permit it to be returned to the blue water supply, but usually is run through the Argripod first to make it palatable (no one wants to drink sewage; the extra step allows them to believe they've drank water reclaimed from agricultural operations).
    Agripod: City Pod #5, colloquially called "Argipod" by the locals, is where the city grows all it's fresh produce. Meat still has to be imported, though there are dairy animals, including goat and cow milk, and chickens for eggs. There is also a fish ranch, but the quality of the fish is very poor, and is generally used only for emergency rations.
