The Robotech Defense Forces are comprised to two primary elements, the Army Defense Force(s) and Aero-Space Defense Force(s). They are usually titled to their native planet; IE, the Fantoman Defense Forces; The Opteran Defense Forces; Etc. This rule of thumb is not absolute; On Terra, they are referred to as the Terran Defense Authority.
Support For State And Local Governments.
Natural Disasters.
Traditionally, system leadership have called out their Defense Force units when faced with natural disasters such (blizzards, earthquakes, floods, forest fires, etc.). The Chairman can also activate them in major disasters that threatened to overwhelm the local first responders abilities to respond, but rarely do so to avoid insulting the local leadership; To date, the Chairmen have only twice usurped the authority of the local governance twice, once on FBX 21555320 and the other on Vitran.
Riot, Rebellion, And Other Crisis.
Whereas the system leadership have the authority to call out the Defense Forces in the event of violent uprising, they usually don't, as they must sooner or later answer for said decision; Giving an order for militry personnel to move into an area and suppress the uprising by violence rarely looks good on the news. However, the Chairmen don't have that inconvience, as the 10 billion+- votes they might not get from any given system will be well enough countered in the other systems that didn't have a problem.
These requests to use such force usually emanate from the system's government, either through a governor/president/king/etc. or from the parliamentry/representative body; These are usually rubber stamped, though the facts of the matter are sometimes questioned through third party intermediaries.
The same ranks and insignia of the Regular Forces are used by the Robotech Defense Forces, and RDF members are eligible to receive all UGC militry awards. The Defense Forces also bestows a number of system awards for local services rendered in a service member's home system.

The Army Defense Force(s) are the primary UGC system militry reserve force with the Aero-Space Force. They are simultaneously part of two different organizations, the Army of the individual systems, territories, and colonies (analogous to a militia of the systems), and the Regular Army, and operates under their respective governors as their Commander In Chief until Mobilized.
Activation.
The Army Defense Force(s) operates under the authority of the various systems that make up the UGC during peacetime; They are in effect the "Army" of the systems, and can be activated by the local government at any time, for disaster response, search and rescue, evacuation, etc.
Members or units of the Army Defense Force(s) may be ordered, temporarily or indefinitely, into the service of the UGC under the Army in time of war. As the UGC is under a perpetual declaration of war with unaffiliated systems, this means they can be called up at any time. However, under UGC law, their term of service can not exceed two years in an active combat zone without their system's government authorization.
Individuals volunteering for active federal service may do so subject to the consent of their governors. Governors generally cannot veto involuntary activations of individuals or units for federal service, either for training or national emergency, unless they have a declared emergency already standing. The Chairman may also call up members and units of the Army Dᴇғᴇɴsᴇ Fᴏʀᴄᴇ(s), in its status as the militia of the several states, to repel invasion, suppress rebellion, or enforce federal laws. This has been used on occasion, though mostly in the past, to suppress regional laws conflictory to UGC law.
Because the Army Defense Force(s) is both the systems militia and a federal reserve component of the Army, the Army Defense Force(s) receive their commands from both the local government via the system's Defense Department and from the Regular Army.
History.
Founding.
When the various nations of Terra banded together to create the United Earth Government, they kept unto themselves their National Armies for the most part, giving the UN a percentage on loan until a permanent UN-owned Army could be established. As the fighting in some parts of the world against the Unificationist movement intensified, the UN requested troops from the member Nation-States; Some obliged, others did not.
Eventually, the Unificationists won the war, or so it seemed, and the RDF formed a permanent full time Army. As the First Robotech War ended, the original RDF was reorganized as the REF, with a designated "stay behind" defense force still designated the RDF.
After the defeat of the Invid, Terra thought twice about releasing her Army, what was left of it, to the REF. The Plenipotentiary Council decided that it would release the Terran defense forces as the RDF, and construct similar entities on the other Sentinel Alliance Worlds, using the old Terran National or Home Guard model; A local (state) militia that could be called upon to fight alongside the regular Army when needed, then released back to the "states" for traditional militia duties. The Plenipotentiary Council then agreed to provide half the funding needed to maintain this force, with the systems providing the other half. Thus, the militia could be available to the federal government to resist foreign invasions, maintain order and respect for the law, and provide local disaster and emergency response duties.

    The Aero-Space Defense Forces, also known as the Aero-Space Guard, is aero-space defense force of each system. Depsite the name, most ASDF's have a few space ships, mostly older ARMOR-Class Space Carriers, for maintaining a force in readiness in space.
    When Aero-Space Defense Forces units are used under the jurisdiction of the State Governor they are fulfilling their militia role. However, if federalized by order of the President of the United States, ASDF units become an active part of the Regular Aero-Space Forces, usually forward operating under a Spacy, Patrol, or Marine Strike Force Commander until local authorities are in a position to re-assert their position (if applicable). They are administered under the Regular Aero-Space Forces, and militarily will report to the Chief Of Staff of the Aero-Space Forces via the Task Force Commander.
    Aero-Space Defense Forces units are organized under their home system's charter, with a minimum of one ASDF flying unit with assigned aero-spacecraft. Aero-Space Defense Forces activities are usually located on joint bases and civilian-controlled joint civil/militry aero-space and airports. When operating under federal call, all ASDF units are operationally-gained by an active duty command.
    When not in a "federal" status, the Aero-Space Defense Forces operates under their respective territorial government. Members or units of the Aero-Space Defense Forces may be appointed, temporarily or indefinitely, to be federally recognized members of the armed forces, in the active or inactive service of the UGC. If federally recognized, the member or unit becomes part of the regular Aero-Space Forces for the duration of the call.
    The total sum of the ASDF varies significantly from system to system; Some small systems, such as Wayside or Durith, have NO ASDF, with their few aero-spacecraft being operated by the ADF. Others, such as Terra, have as many as 10 million or more in full-time, active duty ASDF.
    The Aero-Space Defense Forces Readiness Center, a field operating center of the UGC Aero-Space Forces at Lackland Station, Terra, performs operational and technical functions to ensure combat readiness of Aero-Space Defense Forces units and is a channel of communication between the ASF and the ASDF's regarding readiness and operations.
    Aero-Space Defense Forces units are trained and equipped by the UGC's ASF. ASDF units are operationally gained by a Major Command of the regular forces if federalized. In addition, personnel and equipment are routinely federalized and deployed by the USAF as part of Air and Space Expeditionary Forces. At any given time, a UGC Battle Fleet somewhere has it's aero-space force bolstered by at least 100% via ASDF units; Usually about half the Spacy is operating with about 25%-50% of its aero-space capabilities consisting of ASDF units. Additionally, NO UGC fleet deploys without at least one ASDF unit, at bare minimum a Refueling Wing centered around a KC-200/CAPRICA-Class Refueler Ship.
    History.
    The ASDF was formed January 2005 as part of the United Nation's new charter as the United Earth Government. All of the member-nations contributed some degree of their air forces and space agencies (such as America's National Aeronautics And Space Administration/NASA, Japan's Independent Administrative Institution on Aerospace Research and Development/JAXA, and Britain's UK Space Agency) to the new Robotech Aero-Space Defense Force (if they had one). It was decided that the national air forces would remain in the member-nation's control, but serve as an auxiliary force that could be called upon to buttress the RADF if necessary.
    At the close of the Third Robotech War, the remnants of the badly mauled Terran Defense Forces would stay with the Terran government, in the same capacity the nations of earth had before been the auxiliary to the RDF's.
    Intelligence Operations.
    Aero-Space Defense Forces intelligence personnel deployed overseas and supported the war effort in signals intelligence by flying ELINT, AWACS, JSTAR, and other intelligence collection missions to "monitor the activity of adversaries." This includes both manned and unmanned aero-spacecraft.
    Refueling Operations.
    The ASDF flies consistent refueling operations ISO other UGC aer-space forces as well as their own. The standardization of aero-space refueling drogues has resulted in a 350% increase in combat mission sortie time with a 73% drop in down time for refuelers.
    Combat Operations.
    Any given UGC Spacy Fleet has between 25% and 50% of its aero-space dominance wing filled with ASDF pilots and craft; Additionally, about 75% of any given fleet's bombers will be ASDF piloted and owned, including the B-104 Galaxy Strategic Bomber, T-93 Theater Bomber, and the B-25 Mitchell III and DH.98 Mosquito tactical bombers.
